D.S.A.A. Rules
TITLE: The title of the Association shall be ‘Dundalk Salmon Anglers Association’ hereinafter called the Association.
PURPOSE: The purposes of the Association shall be (a) to promote, develop and improve the sport of Salmon and Sea Trout angling in the Dundalk and District Area, and (b) to protect the rights and interests of its members.
MEMBERSHIP: All Applicants for Membership or renewal of Membership must have their Application Proposed and Seconded by two Committee members, (excluding the Subscription Treasurer). Membership is subject to the Applicant paying the Annual Subscription as lay down per annum. Membership shall be restricted to One Hundered Seventy Five(175) only, unless otherwise decreed by the Officers and Committee. The Officers and Committee reserve the right to refuse Membership to any person, without assigning a reason or reasons for their decisions, and no person shall have redress should the Officers and Committee refuse Membership. Applications for Membership of the Association may be made from persons resident outside the thirty-two counties. Honorary Membership may be granted at the discretion of the Officers and Committee, but such Membership will, in the main, be confined to persons rendering extraordinary service to the Association. Officers and Committee reserve the right to revoke Honorary Membership.
SUBSCRIPTIONS: The Subscriptions of Members of the Association shall be at the rate decided at the Annual General Meeting. The year, for the purpose of Membership, shall begin on the first day of March each year. All applications must be in the hands of the Honorary Subscription Treasurer not later than the last day of April each year. Applications received after this date will be subject to a penalty fee decreed by the Officers and Committee. New Applicants will be subject to a registration fee, as laid down by Officers and Committee. Accepted Applications must be paid to the Honorary Subscription Treasurer, or his Agents, within fourteen days in receipt of notification of acceptance. Officers and Committee must have their subscription fee paid, on or before the last day of February each year, failure to do so will prohibit such Officer or Committee Member from attending at Committee Meetings, or any activities related to the Association, until Subscription is paid. Officers, Committee and Members shall not be permitted to fish the Association waters until they are in possession of current Membership Cards, and these Cards will be issued only on payment of Subscriptions.
APPLICATION OF FUNDS: The funds of the Association shall be applied in carrying out the purposes of the Association and in paying the expenses incurred by the Association in the furtherance of it’s objects.
TERMINATION OF MEMBERSHIP: Should any Member, including Honorary Members of the Association, commit any breach of the Rules or Regulations governing the Association, or should such member in any way, in the opinion of the Officers and Committee, be guilty of conduct calculated to bring discredit to the Association, it shall be within the power of the Officers and Committee, upon giving seven (7) days; notice in writing to such member at the address supplied by such member of the alleged breach by such member of the Rules and Regulations, or of the alleged conduct, and having heard such member on the day appointed in such notice or on such alternative day as may be arranged, and any witnesses whom such member shall produce, to terminate the membership of the Association of such member, and such decision shall be final. Members whose membership has been so terminated shall have no redress whatsoever against any of the Officers and Committee Members for such decisions.
REFUND OF SUBSCRIPTIONS NOT TO BE MADE: A member of the Association ceasing from any cause to be such shall not be entitled to a refund of any monies subscribed to the Association during his/her membership thereof. Allegations by a member or members against a fellow member or members must be made to the Committee in writing, signed by the person or persons making the complaints. The accuser must state the name of the person against whom such complaints are made, and he/she must be prepared to reiterate such complaints at a Committee Meeting at which the accused may be invited to attend. The decision of the Committee on such matters is final with no right of appeal. The Committee’s decision shall be conveyed to the members concerned by Registered Post.
OFFICERS AND COMMITTEE: The Officers of the Association shall be a President, Vice-President, Chairperson, Vice-Chairperson, Honorary Secretary, Honorary Treasure and Honorary Subscription Treasurer. The Committee of the Association shall consist of not less than thirteen and not more if required. Co-opted members must retire at the following Annual General Meeting, but are eligible for re-election. The Officers and Committee of the Association shall be elected annually at the Annual General Meeting of the Association and the Chairperson, Honorary Secretary, and Honorary Treasurer together with nine members of the Committee, must be resident within twenty-five miles of Dundalk. Committee members will retire in rotation, with one third retiring annually. Outgoing Officers and Committee Members shall have the right to offer themselves for re-election. A Vacancy occurring on the Committee during its term of office, from whatever reason, may be filled by the co-option of a member. The President shall hold Honorary Membership.
TRUSTEES: The property of the Association shall be vested in three Trustees as joint tenants who shall deal with the property of the Association as directed by Resolution of the Council of which an entry in the minute book, signed by the Chairman, shall be conclusive evidence. The Trustees shall be indemnified by the Members against ALL liabilities while so acting as Trustees in so far as the assets of the Association may be deficient. The office of Trustees shall be vacated if such Trustee ceases to be an Ordinary of Honorary Member, or resigns, or if He/ She is removed as a Trustee by special resolution passed at a General Meeting of the Association by at least two thirds of those present and voting. All acts and deeds shall be executed by all the Trustees jointly so, however, that one of two surviving Trustees shall have full power to act alone or jointly as the case may be.
POWERS OF OFFICERS AND COMMITTEE: The Officers and Committee shall have the power to do all or any of the following: Lease or purchase fishing waters on behalf of the Association. (b) Engage in Hatchery Operations. (c) Organise and conduct Fishing Competitions and social event. (d) Make such Regulations, as it deems fit in regard to the use of Association’s waters, vary such regulations in its discretion, and make different regulations for different waters. (Any regulations so made will be notified to members of the Association when and in such manner as the Officers and Committee may decide). (e) Appoint or dispense with the services of Water-keepers. (f) Elect Honorary Members. Select Sub-Committees. (g) Adjudicate upon nomination for election to membership of the Association without assigning reasons for their decisions. (h) Adjudicate upon any of the alleged breach of the Rules or Regulations governing the Association and upon any complaint regarding the conduct of members calculated to bring discredit to the Association, and to terminate such membership. (j) T o do and perform all acts which, in the opinion of the Officers and Committee, are necessary for carrying the Rules of the Association into effect and for furthering the objects and aims of the Association.
GENERAL MEETINGS: The Annual General Meeting of the Association shall be held before the 1st of March each year. At this meeting the Honorary Secretary will submit a report of the activities of the Officers and Committee, and the Honorary Treasure will submit the Financial Statement of Accounts. These must be read and considered by the General Meeting. The Officers and Committee may, whenever they think fit, convene an E.G.M. of Members of the Association to consider special business. The Officers and Committee shall, upon receipt of a requisition in writing signed by not less than 12. 5% of the total paid up membership of the Association in such requisitions including an amendment of these Rules but excluding Rule 8 and such other business as in the opinion of the Officers and Committee is proper to be considered at such Meeting.
COMMITTEE MEETINGS: The Officers and Committee of the Association shall meet at such times as maybe necessary for the transaction of the business of the Association, and they shall have power to hold Meetings in conjunction with kindred bodies established for the same object of they think fit. (a) No Meeting other than stated in Rule 12 can be called to discussed Association business.
DISPUTES: All matters in dispute in any way arising shall be left to the Officers and Committee whose decision shall be final.
MEMBERSHIP CARDS TO BE EXHIBITED: All members of the Association shall carry their current Membership Cards and Licences when fishing, and shall exhibit current Membership Card when called upon to do so, by fellow members of the Association. Licence must be produced to authorised persons when requested.
WEARING OF MEMBRESHIP BADGE: The current Membership Badge must be worn by all Members of the Association and must be clearly displayed on Outer Garment at all times when fishing on Association Waters. Failure to observe this rule may result in a penalty fee of 25% of the current Membership fee being added to the Subscription fee ruling at the time of rejoining the Association.
CHECKS: Checks drawn on the account of the Association shall be signed by the Honorary Treasurer, and either the Honorary Secretary or Chairperson.
AUDITIORS: At each Annual General Meeting, Auditors to the Association will be elected or re-elected.
COMPETITIONS: The Association waters shall be closed for fishing to all members on competition days from 5am to the termination of competitions except for those competing during competition hours. Competition hours unless otherwise specified: Sea Trout: - Commence 11am – Terminate 6pm. Salmon: - Commence 10am – Terminate 6pm Competitors must personally sign the Competition Register, and are not permitted to leave Venue (place of registration) prior to the commencement times outlined above. Members who qualify for full Membership of the Association at the reduced rate by virtue of their age, may leave venue 15 minutes prior to the commencement times outlined above. Weigh in 6.30pm or 30 minutes following termination of competitions. All motions for AGM to be sent in writing to secretary before February committee meeting

This constitution was amended following Annual General Meeting 2011. The amendment was made to point No. 9 “Trustees” and has been accepted by the members and committee of the Dundalk Salmon Anglers Association.
